Our current "elites" benefit from the fact that America does all the work they're supposed to be doing (defense, for a start) and thus allows them to funnel our funds into feelgood bullshit. Trump intends to get America out of its many unfavorable arrangements, which would force Germany to take care of itself again - remilitarising, restoring the draft, policing its own - and so of course they're terrified because they won't be able to just be ineffectual talking heads for the world bank in such a case.
