There is evidence that blacks in general have lower IQs than whites, but this does not rule out a socio-economic factor, at least in part. Blacks generally come from shittier neighborhoods and tend not to have the same access to as good of primary and secondary education as whites for example (look at DC public schools, LA Public schools, etc.)

The thing about IQ is that it has absolutely nothing to do with prior knowledge Your IQ is based on how you process information.
Certain species like dolphins and certain parrots are intelligent. Some even measure up to an IQ of 80 on the human scale. Not because they took advanced classes of mathematics, or because they went to decent schools, but because of HOW-THEY-PROCESS-INFORMATION.
