The traditional divide between "liberal" and "conservative" economics is that liberals believe in countercyclical spending and conservatives believe in procyclical spending.

Countercylical spending is a fancy way to say "when the economy is in the shitter, government debt is cheap and government spending strengthens the economy; when the economy is doing well, government debt is expensive and government spending is wasteful. Spend during recessions, save during booms."

Procyclical spending is a fancy way to say "when the economy is in the shitter, the economy can't afford to support government spending. When the economy is doing well, the economy can afford to to support government spending. Spend during booms, save during recessions."

Which strategy is the correct strategy depends on why the economy is in the shitter in the first place, and most of the serious economic debate of today is whether or not the debt is a CAUSE of economic problems or a SYMPTOM. If the debt is a cause, then the procyclical conservatives are right. if the debt is a symptom, then the countercyclical "liberals" are right.

I'm using "liberal" in quotes here because if you roll back the clock to before Reagan and Bush 1.0, countercyclical spending was actually a bipartisan belief, and the argument was actually about what methods of government intervention were the "best" to achieve countercyclical policy. Conservatives believed in using countercyclical monetary policy, because they thought it overall was less invasive upon private commerce. Liberals believed in countercyclical fiscal policy, because they thought it was more effective.

But then Reagan tookover the Republican party and exiled all of the serious conservative economicists, and now the party is run by advocates of procyclical policy with no notable credentials and the conservative countercyclical advocates are in a weird limbo where neither party agrees with them despite them being right 8/10 times.
