There are times the US govt asks DEVGRU to do some shady shit, but DEVGRU doesn't fall under navy leadership, it follows under JSOC, Joint Special Operations Command, which is usually run by retarded army individuals.
SEALs started from the UDT- Underwater Demolitions Teams, which started in WW2 when we needed people to swim underwater and blow up German blockades before a naval invasion.
Evolving from that, we realized these people, post training, we're highly motivated, intelligent, and most importantly- resourceful.
So we trained them in advanced combat techniques, made them stronger, faster, and smarter than any other special forces group on the planet, and had a closed circuit program where they were taught by their own people vs getting taught from a textbook.
This training got evolved and redone in an efficient, productive way, become BUD/s.
Basic Underwater Demolitions.
BUD/s is broken up into 3 phases, Phase 1 is the physical phase, they train your body to be able to continue at an olympic pace for days at a time. Hell Week is at the end of this phase. Roughly half the class quits around this time. Phase 2 is pool competency, where you learn how to dive, underwater knot tying, manage diving equip, diving missions thru San Diego bay, perfect your combat side stroke, all added on top of just slightly less physical work. A ton of breath holding, lung capacity increases roughly 80% during this phase. About 25% of the remainder get forced out due to an inability to complete pool competency. You're left with around 12-30 recruits.

Phase 3 is when the least amount of recruits drop out, this is where you learn advanced firearms techniques, hand to hand combat, team training, breaching, tactical entrance, parachute training, perfecting dive training. SEALs during this time use more ammunition than the entirety of the Marines do during their training in a year.
You learn celestial navigation. You learn landmark navigation, you learn how to survive in the woods/tundra/desert by yourself and with people for a multitude of days.
Finally you end with an 8 mile timed run, and a SEAL captain shakes your hand and congratulates you on your success through the hardest military program in the world.
