Absolutely not. The Paris attacks and the California shooting was perpetrated by fully assimilated, westernized "citizens". Citizenship is in no way an indicator of any substantial loyalty to a nation. It's an overrated enlightenment era, classical liberal concept that has failed astronomically.
Civic nationalism never works. France is not a fucking melting pot. DeGaulle changed his mind after letting the Algerians move by the hundreds of thousands and realized they would forever be susceptible to radicalization.

They also share the blood. Quebecois are ethnically primarily Breton, Norman and central French. Quebecois French deviates from Isle-de-France French in that it's a 400 year old form of the language with some slight English influences.
The Quebecois actually try to make new French words like Stationnment for a parking lot instead of saying "parking" and "shopping" with a French accent.
