"The people" in this context is not everyone, it's a specific group who share the heritage of the founders of the society. A group who are recognizable as "a people".

Democracy in it's original context is related to the ideal of the nation-state. The idea that a cohesive cultural group should govern themselves as a distinct political entity.

A system based on elections works fine, but we need another subsystem to monitor the quality of the voters.
We can't just simply give the right to any citizen past a certain age, the power to decide the future of your country should not be handled that easily.
The first requirement should be to be part of a political group for at least 2 years, then you'd need to actually prove you've been an active part in said group by partecipating to at least half the meetings/discussions/whatever held by said group, no more fucking housewives using the sunday mornings as "inspiration" or retarded kids voting who daddy told them do.
The second requiremnt should be a psychological test, something to tell if you're just voting due to peer pressure or actually making your own choice.
The third and final requirement should be a written test on the political history of your country and a more general knowledge of the rest of the world's.
This alone would immensly improve the quality of our ruling class.

Monarchy is the only solution to this problem. You have a central figure at the federal level in charge of national defense, security and the justice system, where as most other policy is dictated at the municipal level.

It's the freest system of government. Any corruption or abuse at the top can be counteracted by the fact that military might is decentralized and made up of regional guard units. A monarch can't enslave the people without rallying municipal governments together for a single cause.

The more I think about it, the more I realize that European Monarchy ha been a very free system. Taxes were at most like 5 percent I think.
