The differences in the best operators in the west are probably very slim but the US would have better support systems. JTF2 and I think SASR fought under US command for example in the first few months of Afghanistan and were praised highly but they would've been transported by American helis and using US intelligence.

The hard truth is that almost every western special force that has seen combat is almost identical in terms of skill.
They all train together, fight in the exact same regions, and are using the same or equivalent weaponry.
In terms of logistics and amount of hardware, the US and France are top dog, and maybe Britain as well.

The 'Alfa group' has extreme amount of training.
Some cream on the top, the training Spetsnaz goes through are much tougher than USA/EU special forces. We wouldn't even allow some parts of their training..
It doesn't make them better obviously, since it's basically just about training the soldier to handle tough situations well. The rest is up to the surveillance/information gather teams.
Russian SF are also famous to go "too hard" because they get the order from the top to finish it quickly. But you can't blame the guys on the ground for that.

The US-UK(they almost always deploy to the same shitholes) or Russia, because they have the highest funding, the most personnel and are constantly deployed with no more than a few years' downtime.
Russian equipment isn't quite as good, but they have the Caucusus/Chechnya/Dagestan as a never ending live fire exercise, so their operators know how to operate specifically in the modern era of COIN.
Everybody else lacks the size, budget and experience to compete.

No not comparable. There were 31 terrorists at Beslan with dead mans switches and like 500 hostages.
Still, 400 people were killed and like 800 wounded, they shot rpgs and tank shells at the gymnasium full of children and they lost a dozen Special forces operators. They also let civilian locals get their guns and join the fight. We will never know if a western SF group could've done better but I can't imagine it being such shitshow in terms of strategy and disorganization.

So the only ones worth talking about are the yanks, brits and ruskies. South Korea has some edge as they are constantly expecting war. And of those mentioned the sas are the best, I do think the lack of SBS shows the lack of knowledge from the devs. SASR are decent, mentally they stand between the brits and the yanks but without the experience both those countries have but their modelling on the brit sas is a good thing.

If all these groups had the same equipment and had the same amount of support/intel:
SAS wins - Their training and techniques are the foundation of every other Special Operations group.
If all these groups were equipped and had the support/intel from their respective nation:
The US (Close tie between SFOD-D and CIA's SAD/SOG) - Any US special operations group get the mobility and air support of Air Force, they're equipped with the latest and greatest (to include receiving experimental gear, and they're trained to work interoperable of eachother)
Now, why I believe Delta and CIA are on top: They're spooks. Not only is Delta trained in counter-terrorism, intel gathering, and hostage rescue like DEVGRU is, but they also specialize in recruiting and raising guerrilla Armies. If needed, they can drop into a random country, raise an Army, and help overthrow a Goverment through civilian revolutions and targeted killing. They also recruit from every service (Marines have been attached to Delta).
CIA's SAD and SOG are also trained in everything above, but they're able to recruit from every pool in thr Armed Forces and civilian sector: The best shooters, the best intel gatherers, etc. Plus the overall level of importance in terms of what they deal with and their clandestine nature (i.e - DEVGRU being attached to the CIA during OP: Neptune's Spear, just so they can operate in secrecy. You always hear about the SEALs, but what about the SOG operators during that operation).
