It could happen but it would take a series of incredible blunders on the part of the federal government. You'd basically need like three or four full term Obamas with dem controlled congresses in a row before you'd start seeing any real moves towards succession on the part of the southern states and Texas. Sure it can happen. Not like that map suggests though. It would mainly be urban vs rural with some political divisions as well. So you would have things like South Florida separate from Florida Panhandle. Northern California vs Southern California. Illinois vs Chicago. There would probably be some racial division as well.
Implications would be severe though. With no threat from a US military abroad, China, North Korea, Iran would almost certainly take advantage. Taiwan, Saudi Arabia, South Korea would be attacked if not invaded. World economy would suffer a severe recession/depression.
As to how it would happen, it would have to be something significant to trigger it but the seeds are already there. People forget that the American Civil War took decades to happen. It wasn't "Lincoln gets elected. We done here." There were several instances of the Southern states considering leaving before that. Lincoln was just the last inch on the fuse.
