The thing is that there is a confounding variable in these stats.. both blacks in the US and Sephardi Israelis are usually from a worse socioeconomic background. the consequences of that in countries in which education and child support is generally bad is that they are in a lower starting point and dont get a good education. That is the main reason in my opinion for the differences in IQ tests, bringing stats about a large group without comparing the other variables (such as making sure they got a good education) just presents a false image on the society
