Thread last week had couple new people with 100%. What you might be referring to is early on while they built their models, they used both scientific samples from projects and also people who matched those samples who listed all their g-parents from the same area. They would use those people as references for the populations. So they would be 100%. After a coupel years they slowly improved their reference populations so you'd see it drop to 95% with 2-4% broadly and maybe .4-1% 'noise' as you say.

Yeah, I could see minor .5-1% changes at most. We require more samples, not a larger number of SNPs.
What it could do though, is for something like the resistance to malaria, give a hint at much smaller slivers of more ancient ancestry. Malaria resistance, blue eyes, blonde hair. All these things can slowly be traced with continued research. Malaria resistance is only found in blacks and some gypsy, so if you have that mutation there is no doubt you have very old connection to one of those groups. As I found out I do.
It pretty much matches up in ways you'd expect, as most of my close "genetic relatives" are either in Northwestern France, Acadia or Quebec.
I doubt anyone else on these islands has ever done this, so not going to get hits there. But all their predictions as far as blue eyes, no back hair, shape of ear lobes, are right on target.

I'm no expert on other haplogroups, but from what I recall L was with early germanic and spread and was part of the base for Scandinavian culture.
R1b's most common branches in europe were along the rhine valley. There was a short period of no growth and then exploded in growth and then you saw one branch go into Iberian penisula, one east, and then multiple groups back and forth to Scandinavia and GB.
There is a lot of research being done on it right now, tracing migration of these groups. The best r1b group for germanic connection is U106
