France has ridiculous worker protection laws (similar to Italy, Greece, etc.) and outlandish regulations that have been holding French businesses in a stranglehold for decades.
The economic situation in France is pretty dire at the moment (11% general unemployment, more than 30% youth unemployment) so the current socialist gov is trying to ease regulations.
