The country has no capital left.
Their is no investment in job creation by the government or by industry.
The country's largest employer is the government, because otherwise there would be literally no jobs. It pays people to stand around and to nothing.
Why are there no jobs?
Because in the 1990s Greece was forced to shutter the majority of it's automotive and firearms factories so they wouldn't compete with Germany, France, Belgium and Italy.
Because Greece was receiving money to NOT grow food, so they wouldn't compete with Italy and France and Spain.
Greece got fucked in every way possible by joining the EU. Not only has it acted as an impediment for correcting social and economic woes of the 20th century, but it's actually dragged them down.
Although Greece is still the 3rd largest economy in East of Austria despite 6 years of economic contraction.

Let's not forget when Goldman Sachs rigged their books so they could "qualify" for the Lisbon Treaty and join the EU.
And then all the credit default swaps and other derivatives were left on the books of DB and SocGen so they couldn't ever get out of it in case of a default.
