They did that at first. The Einsatzgruppen (nazi death squads) killed about 2 million people and a lot of their documents were saved from destruction. We have the diaries of some high ranking officials and one of them discusses how Himmler went to visit one of these executions and he actually gets splattered with blood, he's so horrified that he was the one that made the decision to move away from Einsatzgruppen.
