It's not contradictory.
It means that if something is more harmful to the US than not but it's for the sake of some other country, we won't do it.
Say, helping to arm rebels in some part of the world we really have no interest in (Syria). Or Lending our security apparatus to other nations who pay us under what it's worth.
So we scale back Washingtonian interests (which are centered around congressmen and women lining their pockets with special interest or foreign money) and we set up a criterion where America's prosperity and strength are number 1.
