could mean any number of things. Greatest in land mass, bathroom access, street sweepers, etc. It's too vague to bother disputing. It's what two cities would sue eachother over as some tourism publicity stunt but not really be serious. In otherwords, a massive waste of taxpayer money for cheap gags between politicians.
