Legalize all drugs immediately and regulate them, find a bunch of (hopefully) non-cartel-bought soldiers and operate the country from a bunker, contact the armed rebels fighting against the cartel and work out some sort of cooperation agreement with them (doing my best not to CIA it up and end up having them turn into a huge new problem), pass some banking loophole laws similar to Bermuda to hopefully bring in some bucks, pass a nationally mandated concealed carry to hopefully reduce crime, begin a huge anti-corruption investigation if I find anyone I can trust to investigate, capture/resell all cartel assets and use the money to begin a huge public works program.

Simple, any nation can dig up their natural resources and sell them to the highest bidder for short term gain. I would however do everything I can to supersede these industries with entirely non natural resource relying industries such as high tech. I would be educating my populace from a young age to grow into the most tech savvy generation in the world and they would go abroad learning from the worlds best. I would meanwhile offer generous tax cuts for said tech companies to relocate here. In time the expertise would rub off and no longer would locals need to move abroad but would be able to establish local equivalents, on par or better than the worlds best.
I would of course in the meantime strongly encourage and promote national pride and love for my own people. It would be a point of pride for those of more wealth to buy trinkets and easily manufactured goods from the poor, which in turn would instil a hard working ethic amongst the poor and those lacking the intellectual means to excel in STEM fields would still be ideal workers for trade jobs.
I would have my education system reflect this and go back to an old school approach of pass or fail. With constant reminders that not achieving Doctor level marks in high school is no something to be ashamed of but an honest measurement of your capacity.
This capacity is till valuable to the people and allows the country to strive forward. Stoicism would be a mandatory educational subject. Ultimately I would have the people strive for happiness wherever they might find it but always through the ideals of Stoicism. As such I would relax laws against drugs and alcohol and treat my people as adults. As within a generation the youth would actually be equipped with the necessary tools to think and act like adults.
I would heavily restrict immigration and instead offer a national lease system where the government builds a house and you pay it off in time, say 10 years. However for each child you have a percent of the loan is forgiven. Having 4 children eliminates the debt. In 20 years the generation brought up such a nation would be hard working respectful and proud to be a citizen. They would pay back in normal income tax many times over the cost of such a venture, while my own people maintain a healthy birth rate and ultimately a homogeneous culture.

Let's say Venezuela. First I would call a conference of all higher up lefties. This could be political positions or people appointed to higher positions in utilities or whatever remains of industry. The stated goal of the conference would be to improve the economy and remove road blocks to progress. Once all arrived the doors to the building would be chained shut and then building would be burned down the foundation.
Next rule of law, protection of private property, and due process would become sacrosanct.
The oil revenues would be used for public works products to rebuild industry and infrastructure. Industry would be sold off and privatized.
The next goal would be to ween the public revenue off of oil revenue. Instead oil revenue would be kept in a sovereign wealth fund with purpose of the fund to be supplement the public tax base in perpetuity, so likely no more than 4%-5% of the fund spent per annum.
