If they're as benevolent as the superheroes from the comics they won't need gouvernment regulations, and if they're no different from us (except for the superpower thing) most of them will want to hide their abilities from the public and the rest will try to exploit their abilities for their own benefit against which a gouvernment will be inadequate unless they have experimental weapons dedicated to the destruction of evil mutants.

Unless they willingly cede power. Your statement is factually correct, but is rarely the case in real-world scenario (in democratic countries.) For example, the government of the U.S. does hold the power, and has control of the military. Because the military allows it. But if the govt became tyrranical, oppressive, overreaching, etc. AND there was a powerful rallying figure (who would almost certainly have to be military, not just some politician or Trump-like figure), there could be a coup even in the U.S.
So when applied to the Marvel universe, the government remains in power regardless of there being individuals who are more powerful than it, because they cede power to the government.

But in the movie it seems as if it is triggered by a question of "are super humans responsible for collateral damages associated with the awesome nature of their powers" (think hulkbuster armor v hulk in Age of Ultron movie). This is the type of argument that sparks the initial debate in the comics as well. A super hero reality show goes wrong and a whole suburb gets blown up.
