Depends on who we mean by we. There are groups doing charity work there, and they have laws there specifically protecting those charitable individuals.
But currently the US has massive sanctions on NK, as do a number of other countries (at the beck and call of the US) which makes it much harder for NK to import things - food included.
So maybe instead of just dropping food on them, just let up on the economic warfare.

I can't say the purpose - since then we'd end up debating a formal purpose vs an "underhanded" one. The US says it's to make NK stop engaging in military behavior and nuclear behavior.
You can see a list of a lot of the sanctions - and they are A LOT - I personally find it impressive NK is still chugging along with that many.

Of course, one lucky thing is, the US sanctions don't stop charity groups:

It has caused damage to them. It restricts their ability to trade, and thus to flourish.
They have had famines - despite having a huge focus on farming. It's very tough to 'advance' when the majority of your effort still has to focus on survival.
It does fuck up their income, but you'd be surprised how NK still pulls some international money. Aside from their attempts at tourism, they sell statues to Africa, cigarettes to the Middle East, and coal to China.
