well objectively speaking that is

1- People working for the government would lose their jobs.
2- Some people fear there will be more stoners if legal
3- People doesn't want to meet stoners and other societal trash in the streets and have to smell their smoke and go anywhere next to it. Specially with children nearby.

Maybe it should be legal but by no means allowed in the streets, at least not in frequented places. That's pretty much like it is everywhere even in countries it is legal: Smoke it but in your fucking house or private club.
