Have an international community seek out corruption and get people out of those positions in power and place new, enterprising people there.
And give power to governors, and give them the initiative to do so, right now they don't do stuff because taxes are alloted NATIONALLY not locally, so if you allow people to donate to the local government for a specific proyect, things get done.
This way Mexico would be better in, around, 8 years.
