It is hard to actually name one really good satirist. Best works are often single gems from rogue artists.
There are also historical classics like Gulliver's Travels book and Charlie Chaplins Dictator that even Adolf watched atleast twice.

Well the normal satire is just telling what the people with a critical view on events think, in a way that centers on pleasing the supreme intelligence of the consumer of that satire.
But what Böhmermann did was directly do something that had the power to start such a huge discussion about Erdocunt dicking around in other countries' affairs.
No 'intelligent' satire could have done it this good, basically it was very intelligent.
