They wanted the grenade itself to explode and fragment before it hit the truck, to make sure both of the guys inside died. If it exploded on contact chances are only one of them would have taken the full brunt of the RPG itself. They were purposefully using the splash of the explosion and directing it towards the car.

Furthermore, it's incredibly difficult for IS to use them effectively in the North because they're fighting on plains and rolling hills. So Peshmerga can see them from miles away and break out the RPGs.
The artillery the Peshmerga have now means that they can spot and destroy a suicide vehicle in less than 200m too.
Allegedly IS know it's shit use it as a way of getting rid of incompotent fighters or inferior non-Arabs, if it works it's hugely successful, if it fails it's another old truck with some steel lost.

Alot of it has been covered, but also the dismount from the disabled vehical was a total shit, and Ultimately what got them all killed. You can tell they never actually practiced or had a plan for how to abandon the vehical. This is a pretty important thing to have down in a war being fought with trucks, rpgs, and guns.
