i wouldn't say "safe", but i bet you can get a degree safer by checking the share of minority students and the % degrees awarded each year in the liberal arts.
that should be information you can look up with a little work, colleges all publish the information somewhere about how diverse their campus is and how many degrees per year they award and degree by type.
the lower the # of black students, and the lower the % of liberal arts degrees, obviously the less full of bullshit it's going to be.
and there's bound to be other indicators, like how proudly they boast about their LGBTQ rec room or whatever.
also i'd say avoid the larger campuses. like, if you're in texas don't go to UT-Austin. the "hipper" the location, the larger the school, the more it will attract people there for the "experience".
i doubt you'll find much difference in most bachelor program's quality between a main campus with 50k students and a regional campus with 5k students. not every regional will have every program, but they'll all be available somewhere in the state.
