Birth rates naturally fall as incomes rise. Try plotting the current birth rates vs gdp/capita for each country on earth and you will see clearly that birth rates over the long term are linked to income.
The reason is because when you have a higher income, it costs more to have children than people with low incomes. It's simply explained by opportunity cost. Taking time away from work to raise children means sacrificing a higher amount of income. The flip side of that is having children in a poor country means that you are not sacrificing a lot of income to raise children, and those children will grow up soon and will be able to help the family earn more and take care of the mother and father as they get older.
tldr: Having children in a wealth country costs more due to opportunity cost. Not having children is a poor country costs more due to opportunity cost.
