American puppet like all other NATO secretary generals. It's common for Americans to give easy, high-paying jobs like this to officials from friendly European countries to create the illusion of equality among the "alliance"'s members.
In reality he simply echos whatever comes out of Washington and is not allowed to have an opinion on any matter of NATO foreign policy.
