All of this makes a huge difference. The cases are few and far apart enough that this could explain it. How do you, for instance, define when someone is "clinically dead"?

Insects, plants, bacteria, some fish, etc have an easy time coping with low population numbers because they reproduce in huge swarms, which then die off as the environment and resources dictate. So if a massive, 1-time catastrophe wipes out 99% of all plant life, it's way less of a big deal than if a 1-time catastrophe wipes out 99% of all animal life. Plants recover very fast.
And, on the last thing: carving a hole in the ice is definitely easier than building a boat so large that it would be pretty much the size of a moderately sized country.
