Basically Blacks don't have the fundamental ability to have foresight. They are reactionary by nature.
They were never an agrarian society for the most part. Hunter Gatherers in Africa evolved a different a set of survival strategies.
Europe and most of Asia required a different skill sets. Planning. Hunting. Storing food for the harsh winters. It was much a tougher life and required a lot of foresight.
