Step #1 of any rescue is DO NOT BECOME A FUCKING VICTIM TOO. I took a lot of lifeguard training when I was younger and you wouldn't believe how much we practiced kicking, pushing, ducking, and submerging our "victims." It was damn near underwater MMA. In fact I still have my life-guarding manual that has a helpful section on how to drown someone you're trying to rescue.

Proper CPR snaps ribs no matter what. Of course you still need training for the reason you cited among other things, but CPR is nothing like movies. It's very brutal and has a low survival rate which counts people who regain consciousness. More often than not they live in agony for awhile with broken ribs and die later anyway.

Blame the media for popular misconceptions. CPR in the movies and on TV is this ginger set of chest-compressions, after about 10-20 the person magically springs back to life. Real world CPR is a brutal affair, and the chances of someone spontaneously resuscitating are on par with winning the fucking lottery. The whole point of CPR is to manually circulate blood through the body until paramedics can arrive and try to resuscitate (and if they can't do it, congrats, you're fucking dead). It is NOT going to snap someone awake or magically restart their heart (in most cases). Really, all you're trying to do is buy the poor bastard time before their brain and other vital organs completely shut down due to lack of oxygen. And the force you need to apply to someone's chest to circulate blood throughout their body is monstrous. If you aren't close to snapping ribs, you're doing it wrong. But the alternative is they die, so by comparison a broken rib or six is a goddamn bargain.

CPR just (attempts) to keep blood/oxygen flowing to the brain and other organs until medical technicians with AEDs and other tools to help re-start the heart.
