Healthcare costs would plummet as the number of ham planets would basically go from 70% of people to under 5%. Nation would be stronk and proud. I don't see any negatives to enforced mandatory lifting.

Stop buying the white jew powder and things that contain sweeteners. Basically fuck carbs.
Start eating according to LCHF.
Keep carbs below 20 grams until you reach your body's ideal weight, then you can increase it to 40 carbs just to have a bit of room to make the meals a bit more interesting.
Keep your chart, but define a minimum workout as 8 minutes of cardio. For a total minimum of 2 times per week. Lower the last tier to 40%, but you instead get priority on the job market.
The main thing training does for your body is stamina and increasing muscle mass (or just to keep them sharp and ready), everything else that fucks you up should and can be taken care of using the diet, including actual weight loss due to burning fat.

The "offenses" are a no go because punishment hasn't done shit for my country in ages. But the tax return discounts and other perks would be a great incentive to push fitness, I think.
As a society I believe we're way passed the point of doing good for goodness' sake, so rewards like these are a no brainer. And really it's just the same redpill formula we've all swallowed by now. People are checking out of traditional relationships due to unbalanced reward vs effort and risk. Same thing for fitness. I'm not a fatty (I'm actually under weight due to drugs which I'm working on), but most people in my country really don't give a fuck about being and staying in shape. Give us a financial incentive and I guarantee you all this fat acceptance bullshit will be gone in 5 years tops.
