It depends on how you're measuring military power.
Australia is an island so they have larger and better equipped navy and air force because that's always going to be their first line of defense. And because the navy and air force get the majority of a nations big sexy expenditures (multimillion dollar fighters, billion dollar boats, etc) that's what most people see and hear about in the media. However this completely glosses over the fact that, because Canada is not an island and has a ridiculous land mass, our ground forces are roughly 3-4x the strength of the Australian Army. So, if this chart is measuring a nation's ability not only to defend or project power but also to hold clay, then Canada would come out on top simply because we have a much larger ground force and maybe half their strength in naval and air power.
Either way, charts like these are just one big dick measuring contest and mean very little in the real world.

USA is nr 1 in money, tech, amounts and experience.
Second to this I have to say is Israel. China has no credibility, neither does india. Russia would either be second or third.
Unless you practise war by actual combat you have no idea in reality how strong your armed forces will be. It also need to be frequent. Just look at the mistakes america made and solved on the ground in Iraq.

Well China just hasn't found any politically expedient wars to engage in outside their borders... yet.
In Libya they didn't want to prop up Gaddafi even though they had pretty serious investments there because the world opinion was so heavily against him. In Syria they didn't have much of a stake, and the Russians/Iranians and Yanks were already messing around anyhow.
I have no doubt they want to do a foreign deployment sooner rather than later to get some valuable experience.

My brother is in the navy and had a drill with the Indian and Japanese navies last year. He said their ships are floating rusty turds, most of their sailors were incompetent at best, and almost all of them were very out of shape and only passed the drill because the US and Japanese navies had to hold their hand. Just because they have the numbers doesn't mean they have the quality, and considering the average US enlisted grunt that's saying something.
