Look, if a cleaner shortage occurred wages for cleaners go up in till it became lucrative enough that those positions were filled. Remove welfare programs and whole bunch of potential employees will be looking for jobs. If businesses have been abusing cheap labor for there cleaning at the cost of min wage workers then that is there problem, they can either pay more for the cleaning or try to fill the position themselves.
Otherwise are you arguing its ok for companies to just hire foreigners who will work for peanuts for every job? That currently happens and all it does is drive wages across the world to third world shit hole levels for anyone who isn't filthy rich.

If wages for cleaners have to rise that much believe me you'll begin to see fewer cleaners in employment and robotic automation will start to look a lot more affordable to businesses than it currently does.

The majority of the US working class is white. This is particularly true of the more skilled trades.
It's a day without most plumbers, carpenters, roofers and repairmen. As well as street sweepers and garbagemen. Electricians, power line workers,sanitation specialists. And that's just talking about a subsection of white blue collar workers.
The vast majoity of the work done in the US is done by white people.

So if business are abusing a system that hurts natives but benefits foreigners and corporations, its ok. Even if business are abusing the laws, we shouldn't change them because those abusers might not make as much money.
The problem with the current system is that for the majority of employees its impossible to ask for a raise, even if you are a top worker. Its far to easy to replace employees when every job has hundreds of applicants, most of which are willing to work for nothing. Having more people then jobs means employers can fuck there employees over with ease while employees can't do fuck all to stop it. A labor shortage gives the people power over corporations who will need to compete to get good workers.
