My personal guess is that the people really running the show know that the crash is coming. We've had almost half a century of a stagnant then dying middle class, where all the profits have gone only to the top. Wealth inequality is staggeringly high. Turkey is supposed to take back all the shitskins that land in Greece and trade 1:1 for Syrians in camps (up to 175,000 a year). IN exchange they get a Visa free (visitors/tourist) access to the EU.
