I was an Infantry Marine, afterwards I worked for Global Integrated Security and then worked for Triple Canopy; now in school for computer-science.
Contractors are far, FAR more competent as a group then the general military and held to a much higher accountability contrary to what the general public believes.
But it is also made up of a very much smaller community then the general military and is men who have decided to truly make gun-fighting/war/high-threat security/etc. their profession so they train for it as a lifestyle instead of just being forced to after another night of binge-drinking in the barracks.

There are no non-combat MOS applicants for the jobs he is talking about. Besides medics but even as a medic you need to also have your civilian Paramedic cert(s)(whatever the top on is, B or I or whatever, paramedics will know) and have austere-area-'high threat' deployments. In fact you don't even have to be a military medic; my teams last medic was a former Recon Marine-turned-paramedic.
Contractor medics are EXTREMELY skilled by the way.
(I have run into a few non-combat MOSes but it is not the norm and you still need combat experience).
But, if you are talking about non-combat contractors then of course that's an entirely different subject that ranges from laundry-people to TS/SCI intelligence analysts and everything in between.
