Volunteer @ some charity org operating in the area. Get access to education/internet. Get exposure by allowing the charity to use me as a feel good media story "the poor brown that actually isn't completely retarded, wow we are such good people for helping them please give us more shekels". Move upwards in the charity org, study hard, get a scholarship to study in foreign nation due to charity connections. Once I set foot in a civilised nation study hard get a good job and never leave.
Also getting jobs would be easy-mode due to me being a good PR candidate and having all the affirmative action working for me.
