Having a democracy doesn't mean that bribing one person would not be effective in any way. Yes, it might not be as effective, but it's still corruption.
Also, I don't think that a monarch would never take bribes, but I feel like an elected politician would benefit from it much more, and therefore would be much more likely to be corrupted. Generally monarchy would be better than democracy.
