Easy. I'm a native english speaker and was able to land a job with an interview in Norwegian after about a year of learning the language.
The syntax is more or less the same as english, it's mostly a matter of picking up the vocabulary, pronunciation, and a few exceptions to the rule. The most difficult aspect is that Norway has a lot of dialects which can sound quite different than the standard language you read and hear in textbooks.
The Norwegian Broadcasting Association (NRK) has a lot of good programming free online. Definitely would recommend watching Norwegian TV with Norwegian subtitles as a way to learn the different dialects. It helped me a lot, at least.

Anyway, Finland is a country that is flat as fuck with no real natural boundaries for road construction, only extra expenses for building roads is tree cutting (but that's in every country, including Norway). So road building in Finland is extremely cheap compared to what it is here. I do agree that Norway should at least maintain the roads better, but the problem is that we have lots of bridges and tunnels to be maintained by the small fraction of our 5 million population that actually do work in road maintenance.
Why doesn't Norway have motorways connecting cities like Oslo-Bergen-Trondheim, etc? Because the AADT (Annual average daily traffic) is only about 550 between Oslo and Bergen. It would be insanely expensive and counterintuitive building it. If you actually drive along some of the roads in Norway you might see the reason why some of the roads are narrow, because they go through small towns and in many cases it is very expensive or not possible to build a bypass.
I could go on and on with more reasons but you get the point.

You pretty much have to have a job in hand before you immigrate.
