Have a 'red line' for criminals. Leniency and rehabilitation will be used for a certain extent. If it becomes clear they are a repeat offender and a lost cause, where potential rehabilitation will cost more than what the person is ever likely to produce. Once they are below this red line, they are sentenced to either hard labour or to offshore penal colony.
