Assuming you're just sticking with Manhattan, get a roommate, there are decent places to live but the borough is pricey as fuck. It's getting whiter for that reason, though. Outside of Manhattan, Queens and Brooklyn have a few nice enclaves. Stay away from the Bronx. Staten Island is the city's only borough that can consistently swing conservative and has the highest % of whites with the minorities being largely limited to parts of the north end. It's the most disconnected from the city in terms of atmosphere though. Feels more like an extension of Jersey.
A few more years of de Blasio and NYC will be back to pre-Giuliani awfulness.

I lived in Harlem for years while I was a grad student at CCNY.
The area around Columbia is pretty nice because the university is large enough to have its own economy, you will find nice bars/restaurants.
My advice is to live close to campus, because the subway is a shithole that you won't want to ride daily. That will basically limit you to Harlem/Upper West Side.
Harlem isn't a ghetto in the true sense of the word, it's not ideal but you will get used to it. Just remember you're there to get a degree, think of it as a mission to accomplish.

Astoria is a little fucked up, but manageable and close to Manhattan. Flushing is Jew territory, I think. If you're okay with Jews and Asians, Queens is also a good alternative. Commute can be a hassle though, and about an hour to get to the city if you live deep in Queens.
The Bronx is fucked up, especially if it's in the area closer to the city or close to the stadium. Not really advised to move there. If you go beyond the Bronx though (outside NYC), it's okay, but it's too far a commute and you'd probably have to buy 2 different kinds of passes (Metro and the train to wherever).
