I'm not going to lie to you m8. The current regime made a big progress in Russification of Belarus because of this whole old idea of one soviet nation. As I mentioned before, the country lives by soviet ways politically, economically and culturally. It almost denies any history of this land before the 1917 and the list goes on and on. So yes, with all this in mind I may say maybe a 2-3 million of people could clearly identify themselves as proud Belarusians who don't feel as "different Russians".

The Western media have been pestering Putin for real, so I guess he's just decided to let the people deal with degenerates without involving the police when possible. Belarus is less dependent on the West than Russia (we live off the oil we sell to the West), so their president can afford being less "liberal". Cossacks are not police, they're just a non-for-profit organization. These are regular citizens who like to uphold their customs, they are not government.
The local police is actually quite reasonable when it comes to stopping riots and unauthorized protests, they'll normally just drag you to their bus, unless you are stupid enough to try and fight them. What they'll do to you inside their building is a completely different matter, though: beating is common there, and shit can get completely sadistic with full on torture if they're motivated to charge you.
