Republicans because of the emergency management bill which override all local government decisions and since they were in the pocket of industry there, they found the cheapest route to maximize profit and didn't care that they poisoned an entire city. They then go to try and ignore the predictable problems the lead created, followed by a cover up.
Of course no one that matters will fall over this.
