No they aren't. The people who were living there accepted US citizenship and renounced Mexico under the terms of the Guadalupe-Hidalgo Treaty. Only a small number of Mexican government officials and some wealthy residents decided to leave and head south to remain in Mexico.
Everyone else who came after has no real claim to the land in any way. The settlers of that region were almost all centered in present-day New Mexico and had evolved into their own separate identity. Mexico City is over 1000 miles from Santa Fe.
