Of course most non-western countries aren't going to be submitting scientific papers, that isn't how they do technological advancement. Not to mention that most non-western countries were discovering sciences and technologies long before the current era but have only slowed down recently because of the prominence of the West. China has invented plenty of things in the past 700 years. Less than 700 years ago China was at its zenith for force projection with the junk (chinese invented boat name not actually insulting it) fleet manned by Zheng He (A muslim Uyghur of all people). It was only once China closed itself off to the rest of the world that it fell behind because a lack of turmoil hinders technological advancement. No need to make new things when everything is working fine already and there's no outside threat. The lack of "firsts" in scientific advancement for China in recent centuries has been consequence of that stupid decision to close itself off after the Ming dynasty.
