Because all the boomers and gen xers have been mopping it all up and hoarding it. The less in circulation, the more needs to be circulated to compensate, but this increases by orders of magnitudes every time another billionaire collects another billion.
Imagine a world where there was a limit to the amount of wealth one person could accrue. This would mean he could still live a wealthy lifestyle, but also that there'd be more money in circulation without having to literally create more out of nothing, with nothing to back it up.

That world has been attempted and it's essentially communism. The rich people won't want their businesses to be larger than they need to be because they're not making the money that they're earning. So that means they won't have incentive to increase the size of their business and in turn, won't be able to employ more people.

The larger your company, the more employees required and the more money you now have to spend to expand and pay new people.
So if you're at your limit, you can still expand, because you start losing money by having to spend it in order to expand. Then you simply finalize everything and get back to cap.
