Fluoride turns hydroxyapatite in teeth and bone into fluorapatite, which is kinda useful for preventing tooth decay. Fluoride has no biological function in human body though and is only harmful when ingested. There is no need to add this to water because all you need is good toothpaste.
Phosphate removes some inorganic contaminants from water. Ie it is used to correct poor water.
All of these can be found naturally in water and arent reason for concern. The water just isn't of great quality if you need to use alot of phosphate and chlorine to improve it.
Good tap water tastes better than any bottled water. You tell me if this is the case in NYC.
