Most professionals say you've got about 1 minute from the point your car is submerged in water before you're basically fucking dead, if you don't get out by then. And I highly doubt these police officers were equipped with the necessary tools to bust open a submerged vehicle, even ignoring shit like gators that could be around. Drowning is a shitty way to die no matter who you are, but I really don't know what people are expecting out of these police officers. It probably was too late to phone in some specialized rescue task force, so demanding them on the scene asap was a waste of resources, and if they tried anything, the death toll would be even higher, likely.

A burglary suspect was able to escape deputies, but not a hungry 11-foot alligator, Brevard County authorities said.

Deputies later learned Riggins had called his girlfriend while he was being chased.
Riggins was reported missing to the Palm Bay Police Department the next day when he didn’t return home.
“It’s pretty crazy because first the burglary happened, and then we hear that someone died that possibly was involved,” said nearby resident Nick Pellizzi.
During the recovery of his body, which was spotted just north of Ocean Avenue Way, dive teams encountered an 11-foot alligator near the body.
Florida Fish and Wildlife caught the animal and had it euthanized.
Reports said that the, “forensic examination of the alligator located remains consistent with the injuries to Riggins inside the alligator’s stomach.”

Power windows don't work when the battery is cut, and there are a frightening number of cars now that only have power locks. They don't even have a manual release any more. It's all electronic. Even pulling on the door handle from the inside won't unlock them if the electrical system has failed.
The only way out may have been smashing through the window. You can hit a car window with a fucking hammer and not break it. The people thinking they can ball up their seatbelt and strike it across their body are fucking delusional artists that have watched too many Hollyjew dramas.
