Anonymous started as a meme on /b/. It was simple, people were raiding, the name space was anonymous and anon meme this idea that they were an organization of faceless faggots who could curb-stomp the internet with their numbers.

It was quite the moto, but it was never serious.
When the Habbo raids gave everyone a good harty laugh for years they basically realized that 4chan was capable of doing anything. Not that raiding wasn't popular before Habbo, in fact that was one of the main reasons 7chan was made, to spite moot's decision to ban raid operations. But Habbo is said to be the core event that led to the anonymous meme.
Regardless, the idea started out as nothing more than simple doxing people and DDOS spamming purely for malicious fun. Anon clearly felt "powerful" at the time and started meming that 4chan users were a legion, the finale boss of the internet, the internet hate machine, and all around the Anonymous in their name field meant a collective of faceless people that could do whatever the fuck they wanted.
Somewhere along the line, people realized that they could use the websites ability to raid to serve purposes outside of lulz and this started Chanology in response to Tom Cruise being a faggot, where people got "serious" and wanted to use "anonymous" as some sort of super hero. Needless to say it fucked the website over and nobody spouted the "le legion" meme ever again.
It was, however, never a cohesive group and not all things claimed to be by anonymous were done by people actively using 4chan.
Today, it's merely redditors and antifa faggots inspired by chanology anonymous, who's only associated with guy fawkes masks and being "the hero of the internet" rather than the faceless green gentlemen in suites who were "the internet hate machine".

Like I said in my earlier post, moot putting an end to raiding severely affected the ability to sustain the Anonymous legion meme.
It was born of raiding and needed raiding to sustain itself. Even then, the original green anon concept was already growing unbearable by oldfags well before the Guy Fawkes era. You might remember some of those comics depicting the green anon as nothing more than a memespouting child. The newfags simply took the meme too seriously and did a lot of unfunny shit to try and "be legion" including an increased level of personal army requests.
The meme was on it's way out, but revitalized by an even worse meme during the Fawkes era.
I'm not saying some memes don't make a comeback long after dying, but this is just one of those things that isn't worth bringing back.
