Because parties like UKIP, Lib Dems and Green had broad support across the country but didn't have enough votes to outright win any single local election, they get minimal representation in parliament.
Whereas parties like the SNP who are strictly campaigning in Scotland won 56 seats in parliament while only getting a third of the votes of UKIP who had one seat.
