I never really liked group work with more than one person. Any time it's 3 or more people, it always seems like me and somebody else pulls their weight and the rest do the bare minimum or nothing. Working with just one other person seems a lot easier in general as far as allocating tasks and making sure everybody pulls their weight.
When you're forced to work with certain people though and they just happen to be incompetents, I think it is partly your responsibility if you fail. If you were really so great, you could carry them even if it is a group project. I've done it before several times myself. I don't know exactly what level of education you are but I assume it's undergraduate or below given you're working with people who barely speak English. At that level it is definitely not difficult to solo or mostly solo one of these projects.

You should calculate how much the group project would affect your grade. If it won't reduce your grade from an A to a B then fuck it, let them crash and burn. But I don't think you should eat a lower grade just because you have to deal with incompetent people and want them to fail. IMO that's a bad attitude and you would be better off turning in a good project and then meeting with your professor to discuss in detail why these people deserve lower grades.
I don't doubt for a second that these are incompetent people by the way. I've had to work with incompetent people in group projects before. I'm sure that everybody who has gone to Uni has.
