Tell her to hide all of her assets or downgrade/downsize assets like her car as much as possible. Tell her to hide the rest of her money, not keeping it in the bank, etc. Let them move in with you and help her take care of her daughter. Get her to sign rent checks for the max her welfare allows to you but hand her back the money in cash as gifts under the table. Make sure she stashes that money and doesn't blow it. She'll need it later. Tell her to start getting food from food banks and join a church for a bit of free food. Also tell her to maybe save up her food stamps if that's possible during this time. Get a lawyer and work out a payment plan with the government. They might even reduce the debt or interest rate. Once the payments start, she and your niece can rely on the cash she squirrelled away and your rent paybacks to survive and maybe live like actual human beings a bit. You might also be able to work out a childcare cost payment scam where she still watches the kid like normal but you tell the government that you're babysitting and then give the money to her under the table. You need to help your sister and niece in this time because this situation has the potential to destroy them.
