Gore ran a shit campaign with one of the worst VP candidates possible and a third party guy who ate a huge chunk of his votes by pointing out Gore was no different from Bush.

Also Bush fucking wanted to be President far more than Gore did and fought dirty and then some, as seen by the shenanigans in Florda and how Gore did jack shit to stop it, allowing Bush to control the narrative over how Bush "won" Florida.

The final touch was the Supreme Court giving the election to Bush, in a party line vote and Sandra Day O'Connor basically ADMITTING that she only went along as the swing vote, because the rest of the Republicans agreed to put in a clause in their decision to give the Presidency to Bush, that their ruling was a one-time deal and could not be used again by anyone else if a similar situation came about.

Gore was a horrible candidate, who among other things picked Mr Censorship Nut Joe Lieberman as his VP and generally ran a shit campaign where he both ran from the Clinton legacy, while assuming he could still reap the benefit of their 8 year tenure as President to be elected.
